Balaji pursued an education in medicine, attending Raffles Institution, Siglap Secondary School, the National Junior College, and the National University of Singapore (NUS). After graduating from NUS in 1979, he continued his education at the Royal College of Physicians and Surgeons of Glasgow in Scotland, becoming a Fellow in 1984, and trained at the Henry Ford Hospital in Detroit, Michigan from 1985 to 1989.
